It looks to me as if your Licensing Store may be corrupted. I also tried renaming that tokens.dat file and then running slui.exe again but now it says an 'unauthorized change was made to windows'. I have tried running slui, but it crashes and says it is an 'invalid win32 application'. When this problem came up, I am also unable to connect to the internet on my laptop.
